This is the character of Halloween named "Jack-o'-Lantern". It is the lantern made of pumpkin. People put it on the front door or the window.
At night, people disguise as a ghost or a monster and march around the street. And the children costumed go from house to house, asking for treats such as candy or sometimes money with the question "Trick or Treat?". If you are questioned it, say "Happy Halloween!" and give them some candies.
